Avista Disappointed with Idaho Public Utility Commission Reconsideration Order
The IPUC Order Reaffirms Prior Ruling

Spokane, Wash.: Avista Corp. (NYSE: AVA) today expressed its disappointment with an order issued by the Idaho Public Utilities Commission (IPUC) regarding Avista’s Petition for Reconsideration of the IPUC’s Oct. 8 final order on Avista’s electric and natural gas general rate increase request.

Today’s decision largely reaffirmed the IPUC’s final order of Oct. 8, which required Avista to write–off a total of $14.7 million in this year’s third quarter. In its petition, Avista asked the IPUC to reconsider its decision related to the disallowance of $4.8 million of costs associated with natural gas contracts entered into by the company to provide fuel for its thermal generating facilities. Avista also asked the IPUC to reconsider $2.6 million of disallowed costs related to the company’s initial investment in the Boulder Park generating facility. In its order today, the IPUC reaffirmed the disallowance of all but about $163,000 of those previously disallowed costs. In Avista’s judgment, those natural gas and generation-construction costs were prudently incurred and should have been recoverable in rates.

Avista filed its electric and natural gas rate request with the IPUC in February 2004. The IPUC issued its final order on Oct. 8, 2004. The company sought reconsideration on Oct. 29, 2004.
