Avista Marks Progress on Transmission Facilities
Project improves service and reliability to Spokane Valley, Liberty Lake areas

Spokane, Wash., July 11// -- Avista Utilities has reached a significant milestone in its current project to upgrade transmission facilities. Boulder Substation, located in the City of Spokane Valley, is now operating at 50 percent of its planned capacity. The facility will improve energy delivery and service reliability to customers working and living in the Spokane Valley, Greenacres, Liberty Lake and surrounding areas.

When complete in December of this year, the 500-megawatt Boulder project will represent a $16 million investment in local transmission infrastructure. Boulder is the second new substation constructed as part of Avista's 230-kilovolt (kV) Upgrade Project. The Dry Creek Substation, located in Clarkston, Wash., was completed in early June.

"This is a major accomplishment for the construction crews, line contractors, technicians, engineers, and support staff who have been working on Spokane Valley's newest substation," said Scott Morris, Avista Utilities president.

Current efforts to connect the Boulder Substation with nine 230 and 115 kV transmission lines will wrap up around the end of October. Avista is working with the International Line Builders construction company to install 135 steel transmission towers and string nearly 20 miles of conductor.
