Avista Resumes Major Transmission Upgrade
Last portion of five-year project to be completed

Spokane, Wash.: Avista has resumed construction of a major electric transmission upgrade on the Washington and Idaho Palouse. This is the final portion of a five-year project that will improve system reliability and add capability to accommodate future growth.

The company plans to reconstruct electric transmission lines between Benewah, Latah, and Tekoa Substations starting in May with completion in September. Avista also plans to build a new transmission line along the Spokane-Whitman County line.

Though Avista has taken precautions to minimize the risk of outages, many Palouse area customers will be fed from a single transmission line during the reconstruction period. Storms and other unplanned events could leave customers without electricity for several hours while crews respond to problem areas.

Avista, Kootenai Electric, and Inland Power and Light customers along Highway 27 from Mica to Palouse, Wash. and the town of Potlatch, Idaho could be affected by transmission line outages.

The transmission upgrade to Avista’s facilities began in 2003. It has included improvements to transmission facilities from Noxon, Montana to Clarkston, Wash. This project was developed in collaboration with the Bonneville Power Administration to improve the delivery of electricity for existing and future power needs in Avista’s service territory, to relieve transmission congestion, and to improve system reliability. Ultimately, the project will add over 100 circuit miles of 230 kilovolt (kV) transmission line to the system and will increase the capacity of another 50 miles of transmission line. Avista is also constructing two new 230 kV substations and is reconstructing three existing 230kV substations.
